[Workflowtoolkit-l] cannot ad routing rule

When I try to add a new routing rule—(bypassing copyright Clearance for
older articles) I get the message:  “Could not insert the record in the
table.  The most likely cause is that required field is empty or the primary
key value already exists.”  Anyone know what this means?  How do I fix it?
