[Workflowtoolkit-l] Article requests rec'd as Loans

  As one who only works on the lending side, I wanted to ask: What about 
speed?   A lender is trying to provide what the patron wants as quickly 
as they are able.  It is quicker to just send the loan than to wait 
(sometime a while) for a conditional response.  What if the request 
(which seems to be the case over half the time with our requests) is for 
an article that turns out to be the entire issue title.  That is a 
copyright violation and can't be filled by another library as is.  So we 
lend that because it is the only option.  I also have my pet peeves 
about conditionalized requests, but I'm gonna leave that alone.  So what 
I am hearing is a desire for more conditionalized requests, yet it 
doesn't feel that way in practice.  Thoughts?
