[Workflowtoolkit-l] Odyssey received but not received

So, another quirk from day 1 on 8.1.4. We scanned an article into Odyssey 
and sent it on its way. The receiving library said they got notice of an 
Odyssey transmission, but the document was not there. From what I've read 
on the Atlas site, scanned articles are done so as a TIF, not a PDF, 
correct? What are some reasons they cannot receive a scanned TIF from us?
